Associate General Counsel

Michelle Miller joined the Office of General Counsel (OGC) in 2024. She comes to the OGC team with experience in higher education, focusing on Title IX – student misconduct-related issues – and human resources.

Before joining the OGC, Miller served as the Title IX Coordinator and Special Assistant to the President at Angelo State University. In addition to this role, Miller taught a course – legal and ethical environment of business – as an adjunct professor for the Norris Vincent College of Business. Miller also spent a short time in private practice where she focused primarily on estate planning, general business matters, and real estate.

Miller received her bachelor’s degree in communication, with an emphasis in public relations, from Eastern New Mexico University and earned her Doctor of Jurisprudence degree from Texas Tech University School of Law where she graduated cum laude. Miller is licensed to practice law in the state of Texas.

Miller is extremely involved in her community and serves on various boards, including the Tom Green County Bar Association, the United Way of the Concho Valley, the San Angelo Stock Show and Rodeo Foundation, and West Texas Rehab.

She is also a member of the Texas Bar Foundation and previously served the city of San Angelo’s Planning Commission as a member of two working groups associated with the Governor’s Sexual Assault Survivor’s Task Force.
